1931 - 1937 Odessa art college under P.G. Volokidin.

1938 - 1941(till the beginning of war) – Moscow Art Institute (Since 1947 - Moscow State Academic Art institute named after V.I. Surikov) under I.E. Grabar and I.I. Chekmazov.

During the Second World War – was at the front.

Since 1947 – member of Moscow association of artists.

Since 1947 has participated in exhibitions.

Member of the Moscow Union of artists.

V.I. Bulgakov worked at portrait, landscape and historical genre.

Dead in Moscow in 1970.
